The Police Activities League (PAL) offers underserved youth, recreational, educational and
athletic programs in the community. PAL was established in 1937 by Lt Ed Flynn, and was
designed to permit fellow officers to participate with youth at a supervised place to play.
Officer Flynn noticed that many of the crimes youth committed were because they had no
place to play or positive activities to pursue. At Camp Rosenbaum Portland Police Officers team
up with campers to provide daily athletic programs such as basketball, football, soccer, dodge
ball and more.
